Subject: Meeting minutes from January 8, 1997 teleconference
The committee has (hopefully) closed the issue of Service Provider
Identity. The "liberalized" OCN is our final recommendation
to the Steering Committee. Given the new definition and assignment
guidelines that have been adopted by Bellcore, the committee agreed
that our previous concerns for using this number have been resolved.
Judy will research making a presentation to the ICCF to suggest
that the Illinois R&B Subcommittee would like to recommend
that OCN be adopted nationally as the standard Service Provider
Identity for LNP.
The Phase II and GUBB discussions on the agenda were postponed
until after the next Steering Committee meeting. Ray Nelson,
Sprint, has also asked for a future agenda discussion of several
of the technical requirements that were marked as "future"
in the Switching GR. This discussion has also been postponed
until the scope of the Phase II work has been identified..
After the Steering Committee subcommittee reports, time has been
allocated for various location portability presentations and a
number of companies currently plan presentations that are expected
to be of interest for all of the technical requirements subcommittee
members. R&B Subcommittee members are encouraged to attend
the Illinois Steering Committee to attend these presentations
and ask questions of the presenters.
The next Illinois LNP Workshop Steering Committee meeting is scheduled
for Tuesday, January 21, 1997, from 9:30 a.m. to 5:00 p.m. CST.
Please note that the location of the Steering Committee meeting
has been moved from the Illinois Commerce Commission building
to AT&T Corporate Headquarters, 227 West Monroe Street, Floor
4 - Chicago A, B, & C Rooms, Chicago. Hotels in the area
include the Palmer House, Midland Hotel, Marriott Suites, and
the Holiday Inn - Mart Plaza for anyone planning to stay overnight.
An item was added to the agenda regarding use of the last four
digits of the LRN. As you know, the original requirements for
the assignment of LRNs stated that these digits would be arbitrarily
determined by the Service Provider. A suggestion was made in
the Illinois Steering Committee to allow the Operations Subcommittee
to develop a specific policy governing the assignment of these
digits. The R&B Subcommittee was allowed to place this discussion
on their agenda to determine if they had recommendations regarding
these digits from a rating and billing perspective.
At least one company has suggested a rating and billing use for
these digits. The R&B Subcommittee's suggestion is that the
Illinois LNP Workshop Steering Committee should first look
at "what" we need for LNP documented issues as opposed
to "how" to resolve them. Once the issues have been
adequately documented, then the various subcommittee's can then
determine what the best development policy would be to meet those
needs.
A question was raised regarding who is in control of the LRN architecture
currently, as well as in the future. It was suggested that perhaps
an industry-wide committee, such as NANC, would be a more appropriate
forum for this decision.
Clarification to an existing switch requirement has been requested
by Elizabeth Keddy, Nortel, and Arnette Schultz, Lucent Technologies,
regarding AMA requirements for a sequential 800 and LNP query
scenario. The attached fax from Arnette was distributed to all
R&B subcommittee members prior to the teleconference on 1/8.
It should be noted that while no new requirements may be needed
to resolve this issue, the clarification to this issue could potentially
result in a new switch requirement. And, of course, any new requirement
would be a significant problem during this late stage of switch
or back-office system software development. Arnette has documented
the questions resulting from our discussion of this issue and
they have been appended to this latest version of her document.
Because resolution of this issue may have national impact, we
will invite participants from all of the switching/rating and
billing technical requirements teams from other states to share
their input with us. This item will be the topic of discussion
for our 1/24/97 teleconference. Please research and be ready
to resolve this issue on that date as timing is critical
in closure of this clarification request.
