Discussion on how we could move forward on this issue:
The problem:
Example of the issue: 10,000 manual fax requests coming in (In a one month period), of 10,000 over 50% are rejected or are not valid and need to be rejected manually and then will receive those rejects to be reworked. There are categories for the rejects. Action Item: Brian will provide some of the main categories of rejection. Some of the rejection categories include, not using EDI, and/or LSR’s are incorrectly filled out.
The number of orders are continuing to increase and the 24 hour interval is no longer reasonable for a manual FAX environment. The desire is to provide a good level of service, and this will become more difficult in a FAX environment as the order volumes increase.
The group generally agreed that there is potential for this issue to escalate with time, as orders increase. There was also general agreement that this issue should be discussed. There was discussion about reasonable time intervals for the issue. No agreements or objections were made regarding intervals discussed.
A request was made asking for SP’s to identify where they are regarding an electronic methodology, or why they haven’t made that decision yet?
Brian Van Hoof will send out more information about intervals via E-mail and a copy of the notification.
Wireless
Extension for wireless carriers to extend out to Nov 24, 2002. Still working on time-line and working back on that time line for testing. Next Wireline/Wireless meeting is March 9-11 in Denver. (Note: meeting details sent out last week in an E-mail.
Three issues, basically all of them, relate to mixed service.
Companies should be looking at 911 issues.
The end date is Nov 24, 2002, however, porting could occur prior to that time. Considerable discussion surrounded this relating to 911, and rate center.
Questions came up to try and understand if there were requirements in place which had to be satisfied prior to porting taking place.
Wireless to Wireline issues
Rate Center issue
Should be able to import and export for parity reasons. Should not have to start one without the other being in place.
Process issues.
Billing issues.
Will place on the Agenda for the next meeting, in order to gather more information regarding this issue.
Type 2B, Termination type trunks only.
GR-00145 is available for additional information.
Not sure if this is a business or technical issue.
Brief discussion took place on this, there was a request for additional information on this topic.
Note: This topic was discussed in a March 1, LNP National Operations meeting. Ron Steen of BellSouth is going to issue a ‘white paper’ to assist in clarification for the issue. Discussions will continue on the next Midwest Region Call, other regional LNP operations teams, and the next National LNP call scheduled on April 5, 1999.
NPA-NXX’s not open in LERG
There are quite a few qualified NPA-NXX’s which are not open for portability in the LERG and should be.
Question: How do we want to handle this on an ongoing basis? How do we take care of the existing situation?
Discussion:
Process below is in use in at least one other region.
1st contact would be to the company who owns the codes.
Issues that cannot be resolved.
If codes are not opened, 2 steps are available report to the LLC or report to the state commission.
Rate Center
Customers being serviced outside of the customers rate center. Discussions about the issue, and the need to develop a generic process to resolve the problem. It was also identified that this is a 911 issue and creates problems. The group should think of how this could be resolved for discussion at the next meeting.
OS/DA
Marla had an OS/DA issue to discuss and bring to the group’s attention. There was discussion about what MCI was looking for the Midwest Region Operations team to do with this issue.
Marla responded, via an E-mail with the following information. Thanks Marla!
You (Chair) asked me what MCIW wants the team to do about the OS/DA Issue that we raised. Here is Dick Dowd's response to that question:
"MCIW believes that this issue is an operations type issue. This issue involves most of the members of the team. Granted that many of the current representatives to the operations team do not have the expertise required to address the issue, however, since the issue is an operations issue, we would expect that each company bring their personnel to the next meeting that can work the issue. MCIW would like to come up with a reasonable resolution to the issue that can be passed along to the
other Ops Teams as they are also experiencing the problem."

Added Note: The ICC steering committee had a subcommittee specifically dealing with OS/DA issues, as opposed to the Operations team. This team currently is disbanded, however, maybe it would make sense for this committee to regroup. Discussion thought for the next meeting.
