The Single Points of Contact will meet monthly with the FCC Field Test

Committee. In addition Dick Dowd will schedule a weekly conference

call and publish the dial-in information so that they can move forward

quickly with test prioritization and testing calendar.

II. Donna Navickas - NPAC committee:

Donna Navickas Lead for the NPAC/SMS, addressed the Testing Committee

regarding NPAC/SMS testing. They are to complete their testing on

July 9th, 1997.

Requirements frozen 3/8/97 - issue 1.6 of IIS document (ASN.1)on

3/21/97, doc. A week later.

FRS 1.4 last week, maybe another one in April, only text changes. T2

timer. Also changes for the LTI.

What data does the Testing Committee want the NPAC/SMS to populate

within the NPAC to be ready for July 24th, 1997?

Determination: All databases should be refreshed prior to 7/24.

III. Test Plan Status:

Bill Belshaw provided a report on the status of the LNP Plan.

Sections that remain outstanding are as follows:

4.1 - Pre-Test Walt Subora (911)

4.3 - Provider Interfaces Barry Bishop to ask

Ops. Committee for

test cases.

4.3.1 - Provider Interface Same

4.3.2 - Provisioning Same

4.3.3 - Repair Process Same

4.3.4 - Conflict Resolution Same

4.5.6 - 911 DeRoo

4.6.1 - Voice Mail & Voice Msg Walt Subora to add

4.11 - NPA Splits NPAC/SMS Committee

IV. Conf Call - 03/21/97 09:00 - 12:00, get bridge - leave voice mail

with Barry.

V. Worldcom issue - participate in the trial?

Have to work on, Bettie, whether will be able to complete tests by the

end of 09/26.

Worldcom to be the non-LNP capable switch?

Additional effort to complete the test cases?

What test cases can they do. Adding test cases for bringing up a service

provider in middle of the test. Vote taken:

MCI, TCG, AIT, AT&T, and Sprint had no problem with this.

Dick asked, what are the guidelines for when we could start: number of

the SPs available, types of switches and carriers, amount of lag?

The Testing Committee is to plan for WorldCom to start late and complete

on time. No other Service Providers will be allowed to start after

the start of the FCC Field Trial.

Ed Elkin, AT&T, stated they would catch WorldCom up if that is what it

takes.

Action Item: 08/15 - date to port or be ready? Bettie will get back to

us on the conf. Call.

PM:

VI. Joint Meeting with SCP team??

VII. Bringing the new service provider on board. -

. clean LSMS and then full upload

. partial LSMS and SOA and then download to SCP when available?

What about other carriers who are not part of the original LLC? Brent s

position is that Worldcom is allowed to come in at 08/15, but other

carriers who have not been involved up till now will have to wait until

after 09/29/97 start date.

WorldCom can start later and another carrier cannot start late. If one

of the six has a problem, then they can try to get caught up.

VIII. What are the NPAC needs for the start of the test interval.

Phase before - NPAC Turnup testing: May 19 - July 9.

. test SOA and LSMS interface

. Entire IIS and FRS during this timeframe

. User guide - operating processes between NPAC and each SP

Assumption - using the NPAC as part of the processes testing, not

testing the NPAC functionality per se.

. 7/9 - 7/23 - all six SPs and NPAC to clean out databases.

. groom for the FCC Field test.

. Also grooming for LSMSs and SOAs for SPs.

. Must be consistent across the interval.

. Might include redefining SPs, etc.,

. All Network Data, including NPA-NXXs, etc.

. coordinated by the NPAC-SMS subcommittee, with project plan for each

service provider. Including template for refreshing the SP contact data.

. Ensure the SPID for each SP. Test one for turn-up and real one for the

test?

. 07/24 is the start of the 5 day window for the first one, therefore

07/29 is the actual first time.

. Assumption that NPAC turn-up testing would not have to be done

exhaustively down the road, just for the delivery of the first product.

IX. 911 certification - 762,

Ed Elkin - exchange of info for field trial or only for live service?

Jim feels really not related to actually doing the test calls.

X. FCC Field Test Topography

Walt Subora lead a discussion relating to how each participant's network

is set up in order to determine which rate centers overlap for the

facilitation of testing.

Each participating company was asked to provide NPA-NXX that could

be used for the FCC Field Test
