Team, the following are the minutes of our last Operations meeting taken by Lorin Pollock (Sprint). Thanks Lorin! Any items that are bolded and italicized are from my notes. If there are any major errors or omissions, please let me know.

Somewhere the attendance list disappeared and
to date has not re-appeared. Having spent so much time with everybody,
I thought about re-creating it from memory, but with so many people
in attendance, invariably I would overlook someone. I apologize
for the inconvenience. BB
April 10, 1997 LNP Operations Committee Meeting

Barry handed out the very latest process flows which
we will try to finalize today.
The first 4 figures of the NANC document are finalized.
Question concerning figure 3 about the timing of
activation of 10-digit trigger is prior to 5:00am of the due
date and removed at the LSR Due Date/Due Time. Jim J. proposed
that the time be moved up to an earlier time such as 2:00am.
Ameritech stated that they can not do that. Sprint stated that
their system begins loading the switches and cannot guarantee
any time prior to 5:00am. MCI stated that for the record, MCI
& AT&T would prefer an earlier time than 5:00am regardless
of consensus reached.
Changes were made to the text of figure 1 and 3
to reflect the Mid West Regional timings and Business Day definitions.
Major discussion about the remaining flow charts
including repair and change charts to Mid West and today's date.
Figure 7 item 5. an open issue exists concerning the 18 months disconnect date and effective release date.
How will NPAC handle this and is it a tunable parameter.
NPAC will review this issue.
The Generic Process Flows for Opening NPA/NXX will
become the Mid West figure #9.
Jim Joerger (MCI) stated that they need a standard method for determining how rate districts will be identified. Question as to whether the information is in the LERG. Barry stated that TPM portion of the LERG is the where the rated zones can be located. TPM (Terminating Point Master). The LERG identifies the rate zone and does not identify the rate district. For example, Chicago shows 12 rate zones and 30+ rate districts. Barry stated that the Tariff is the place to find the rate district (centers). Need a way to determine which CLLI belongs to the rate district.

LRN ASSIGNMENT
Naming for LRN criteria discussion. LERG assigned NPA/NXX to that switch that is unshared.
NPA/NXX LERG assigned to that switch and is non-shared.
Proposed change to: NPA/NXX assigned to that switch and is non-shared".
To summarize this discussion, consensus was reached and
a Service Provider may assign as an LRN any NPA/NXX assigned to
that switch and is non-shared. BB

Ed of AT&T distributed revised process flows showing changes from 4/10/97 and reviewed the changes. An additional change was made to the text of figure 5 item 6 changing "LSR" to "NOTIFICATION.
Same change to figure 5 item 4 for removing LSR. Same for figure 6 items 2 & 3 abd figure 5 item 2
figure 6 item 2 and the rest of the document will
be reviewed to replace "LSR" with notification. Our
thanks to Ed Elkin (AT&T) for providing the changes overnight
and having the documents copied to be reviewed the next morning.
It had to be a long night.

Issue 0036 will be an agenda item for the next meeting.
Issue 0039 MIS-Routed TCAP/SS7 Congestion discussion.
"Pending" T1S1 solution and the Test Team will be
reviewing this issue and most likely will not be resolved prior
to the test trial beginning July 24, 1997.
Issue 0040 Discussion GTT Functionality. Leave
open for additional research and on the agenda for next meeting.

Issue 0041 Porting a Mass Call Number/Choked Network
discussion Agreement was reached that Mass Call numbers will
not be ported via LRN and contingent on Ameritech development
of a business plan on how to move mass call numbers without using
LRN.
Issue 0042 IVR Requirements discussion The requirements will be referred to the Limited Liability Corporation (LLC) to officially request the service from Lockheed NPAC to obtain pricing for the service
on Monday or Tuesday, If everyone agrees that it
is required. Barry to send to the LLC Need to get State Police
and CALEA (FBI) involved. Barry will make contacts to have agencies
attend the next meeting.

issue was closed with npa/nxx code opening process/
Issue 0045 NPAC SMS Maintenance Audit discussion.
closed as the audit is in the NPAC SMS functionality.
Issue 46 can be close permanently.
Issue 0047 Porting Reserved Vacant Numbers NANCI
has resolved this issue Section 7.7 stating that reserved vacant
numbers may be ported if legal . Close
Issue 0048 Porting Vacant Numbers NANCI Section
7.7 bullet states Vacant numbers will not be ported unless regulatory
authorization is obtained. Close
Issue 0049 PSAT Call back to Ported Numbers discussion:
This may not be a problem Switches serving PSATS are a high priority
for LRN provisioning. Closed
Issue 0050. LRN Administration discussion -- Issue
was resolved yesterday
Issue 0051 Service Provider Identification for Emergency
Agencies Barry will invite Agencies to the next meeting.

The 911 Ad-Hoc sub-committee meeting date will now be on May 7th instead of
May 16th. We would like to get issues resolved prior to the operations team
meetings on the 13th and the 14th.
