MINUTES FROM JUNE 18, 1998 CONFERENCE CALL

1. Introductions and Minutes review
A clarification to the June 18, 1998 was made. Staff requested Bell Atlantic to determine, by August 1, whether its donated numbers could be used anywhere in the three rate zones in Manhattan; other parties may offer comments to staff. AT&T noted that it would like a single, Manhattan-wide zone, but wants its block donation restricted to Zone 2. MCI noted that it sent to Bill Higgins of BA a copy of a letter reflecting comments made at a January 1995 meeting regarding rate centers.
2. Stipulation
The LLC and Lockheed have reached agreement on the wording of the stipulation. The LLC lacked a quorum and could not vote to approve; a vote will be taken at the July 13 LLC meeting. Lockheed requested a copy of the final guidelines.
3. Allocation procedure
Modifications to the allocation procedures (Section 7.1.11 of the Guidelines) were discussed and an agreement was reached.
4. Status of Block Donations
Lockheed Martin reported the following donations:
Zone 1 - 23 blocks
Zone 2 - 8 blocks
Zone 3 - 0 blocks
Information regarding the pool is posted on the Lockheed
website: www.numberpool.com
Winstar noted that it has identified blocks and needs to submit them to the pooling administrator. Time-Warner noted that its forecast has changed and it is revisiting its ability to donate a block. Staff will contact companies who indicated that they would contribute to the pool but have not yet identified their blocks.
It was suggested that a simple flowchart to explain the porting process would be helpful. Steve Addicks agreed to draft a chart and send it to Beth Gunter. Barry Bishop will post the final version of the website.
5. Other Matters
It was noted that Frontier of Rochester, Time-Warner, and ACC will be sharing an NXX code to be used for chat lines.
6. Next Meeting
Next Steering Committee Conference call will be held on Tuesday August 4, 1998 from 2:00pm to 3:00pm EDT. Lockheed Martin will host the call.
