A meeting was held on March 9, 1998 to develop a process for New LNP Entrants to perform LNP testing. This was the first meeting held on this subject.

Due to weather conditions or travel restrictions many of the participants were unable to attend in person. As a result of a network gateway problem the baseline draft document was not available for participants on the phone. During discussion it was noted that a face to face meeting would be necessary in developing a document in the shortest time-frame possible.
The Midwest Operations Sub Committee has determined the need to develop a document to assist Telecommunication Carriers (TCs), who did not participate in either the FCC Field Trial in Illinois or other state trials in the Midwest region, and wish to perform LNP testing prior to entering the LNP market.
The FCC Field Trial was a one time occurrence which took place in Illinois. Other states in the Ameritech Region are conducting or have concluded LNP state trials with the assistance of the state PUC’s. However, it should be noted that none of the state PUC’s in the Ameritech region are requiring that LNP testing be performed. When a LNP trial is completed in a state, subsequent LNP testing between TC’s will now become a ‘business as usual’ procedure.
Ameritech has submitted a baseline draft document to start discussion in the creation of a Midwest region document. It has been recognized the language in the draft issue 1 document needs to be more generic to be applicable for any ILEC or TC participating. The draft issue 1 document needs to be reformatted for clarity and understanding. Robin Meier will reformat the draft document when additional input is received during the March 17th to March 31st time frame.

Participants are encouraged to submit additional information for inclusion in the document between March 17th and March 31st. Starting on April 1st, comments and additional information will be compiled or included in the draft issue 2 document to be distributed for the April 7th meeting to be held in Chicago.
It was noted during discussion that NPAC contact information should be included in the document. NPAC contact information will be added when draft issue 2 is prepared.
New LNP entrants could be TC’s who are currently interconnected with an ILEC and did not participate in the FCC trial or are interconnecting for the first time. Further definition will be placed in issue 2 of the draft document.
