Considerable progress has been made since the last ICC Steering Committee meeting in 4 key areas
1) New Entrant Document:
- Was completed at the 5/20 meeting and is ready for distribution to ported.com, ICC, state PUC’s
2) Number Pooling Test Plan
- As of 5/20 AT&T has started the "paper process" test flow
- Winstar would like to participate in the "paper process" test
3) Law Enforcement Issues:
- 3 meetings have taken place
- 1 Midwest Region team members
- 1 with Law Enforcement Associations in Illinois
- 1 national in Dallas with Telco corporate security, regional operations team leaders, FBI, local PD, 911/NENA representation
- Common agreements include
- Preferred method for IVR connection is long term setup of direct computer access between Law Enforcement computers and the IVR.
- PIN is recommended access for the short term interim solution and departments unable to direct connect
- IVR database needs to include all numbers ported and non-ported
- Open Issue
- PIN Administration and associated costs
4) Code Opening Process
- Code Opening process was reviewed and new agreements reached. Below the agreements are defined briefly and the details will be in the posted minutes.
- New NPA-NXX’s opened, in a LNP capable switch, will be marked LNP capable in the LERG. NPA-NXX exceptions will be identified at the next Operations meeting. Effective date for process change is targeted for 6-15 contingent on new process changes and training in place. Worst case effective date is 7-15. Effective date will be confirmed by 6-5-98.
- Selected switches
- All NPA-NXX’s in a selected switch will be made LNP capable, minus exceptions, going forward from the effective date
- The effective date for process changes is to be determined and will be made available at the 6-15 Operations meeting. In addition, switches in MSA’s affected by the change in process will be identified to avoid confusion.
