Team, my apologies for sending these minutes so late! I thought I had already sent them! The following minutes were taken by Robin Meier (Ameritech) and I have added to them in several spots from my notes!

The meeting began with an Update/overview, of items taking place since last meeting.

Report from Rod Shaul (Ameritech DIG representative)

9-12 DIG meeting- There is a request to add LRN information to documents such as the LERG. The DIG is also looking at multiple LRN's in each end office. (i.e. for every rate center, every provider, and for every service.) Discussion, is the intent to look to the future (location portability) or needed items for initial turn-up. Answer is looking to future.

LRN's for tandems is also under discussion at the DIG.

Discussion - 6 digit LRN should be listed in LERG at a minimum. Will it be in the LERG before it is actually effective? Yes it could be listed with an effective date.

Phase one only needs 2 LRN's. Need to identify primary and secondary LRN's.

2 per switch, per LATA is from switch requirements document.

Looking at 3-8-97 for test tape in(LERG.

There will be a FIG conference call that is open for everyone. Date is 10-8, 2:00pm EST, 1-800-988-9774 pin 3817.

If remote identified by it's own NPA-NXX with separate rate center it is listed in LERG

Agreement: basic need is 2 LRN's (10-digit), per switch, per LATA for initial phase startup.

7 step process Review for Code Opening

1. Forecast by Service Providers (SP's) to open Global Title Translations (GTT's) for ported NPA-NXX's.

2. Notification process (needs to be denined (45 days))jo notify aln participating Service Providera and NPAC.

3. The expectation that: All GTTT work will be done in all networks by date certain to support LRN so it does not have to be done in the End Office window. NPAC will be able to accept orders for given NPA-NXX by date certain.

4. Process to notify all SP's to open NPA-NXX (on receipt of first service order) by NPAC. This needs to be defined.

5. SP's to open routing tables and set triggers in Donor switch, LNP capable tafdems, and LNP clpable officgs in all networks within 5 b~siness days of notification by NPAC.

6. Due date for subsequent ported #'s in NPA-NXX shall not be earlier than due date for initial ported number!

7. Provisioning process for subsequent ported numbers shall be completed in 3 business days.

Now going to port it, Rods suggestion is to follow same process. (Go to Network Administrator who assigned the code to update porting information.) Alternative go to OCN of code to avoid middle man.

The OCN is responsible for getting the information into the LERG.

Phil suggested ideally would like a DELTA report for example once a week with the LNP new updates. Donald Becklar is the director of TRA. There is an emergency notification process which could possibly be tied into.

Question?

Basic items, possible process. If process could be put into Bellcore in a one week time period would that be acceptable? LERG emergency updates may be a possible idea for a better time frame. Volume may deter this from becoming a viable option.

Action Item: Barry needs to run this situation(possibly the NPAC may be an alternative to Bellcore for notification bulletin board) past Donna and Lockheed.

Questions from Rod:

  1. Do we need switch capability by direction? Don't need to identify originating and terminating out of a switch. You can port into a switch that is non LNP capable.
  2. Will every switch require a LRN? Yes....

Issue 47 discussion

Porting reserved vacant numbers - this can be done, non issue. CTX - How do we do this? Numbers (in common block, NDT) would have to be sent to the NPAC. Probably would have to be a manual process. Difficulty getting reserved numbers without dialtone on an order (internal process issue). Probably this type of situation would be a project basis. Consensus was obtained by those in attendance on first piece process.

Issue 48 discussion

2 cases:

  1. Existing customer needs to grow. They have a range of numbers and need more for a CTX or DID. Want more numbers in the range (or NPA-NXX) if they're available. Generally does not seem to be a problem. May want to preface the request with a[(n) (interim)] phone call before paper work might be sent. Calling patterns may be a factor in request. Same form for request could be used, should flow through with maybe a few minor changes. There was general consensus on this item by those in attendance. Ameritech noted that normal service order charges would apply.
  2. Brand new customer request's a specific number not available from new Service Provider. Unable to easily resolve this issue. There was no consensus on this item! Some providers in attendance feel that this is a number pooling issue which more appropriately should be addressed in the newly formed FCC NANC meetings! Issue needs to go back to Steering Committee and/or Commerce Commission.

911 Issues

  1. Issue 004 presented by Jim Joerger (MCI (Colorado issues)). ALI data base needs to be updated, Colorado and Georgia issue. Was determined to be an interconnection issue.
  2. Issue 005 (JJ) was determined to be an interconnection issue.
  3. Issue 006 (JJ) is a number portability issue. When the PSAP places a call back who provides the dial tone. Adm. lines or the end office? PSAP call back, originating office of PSAP must be LNP capable to be able to return calls in PSAP call back. (Call delays) Identify offices which serve the PSAPs. Will be issue 49 in Illinois with the same wording (ISSUE 49 previously sent out)!
  4. The Chicago S911 system was discussed and it is unclear whether their could be any issues. Barry will have a representative at the next meeting who can explain the Chicago S911 system.

RATE CENTER DEFINITION

Definitions will be clarified from previous, item is to be revisited. (Center, district, band - Will be defined for better understanding by all.)

Maps are tariffed item. Has gone back to rating and billing for clarification.

591 (Choke Network)

Action Item for group, Will service Providers interconnect to the closest tandem for the purposes of 591 and provide 591 specific trunk groups? The SPs have to be able to route 591. Assumption is that 591 could be portable under the existing network configuration without LRN.

Action Item for Barry on Administration of 591.

EDI

Lec to Lec interface. OBF is leaning for provisioning toward EDI. No EDI standard form for maintenance, this becomes more difficult to quickly solve. Georgia specification should be completed in November. Georgia does not appear to be tied in to OBF for this process.

Action Item: Barry will contact Jerry Hampton OBF for update, status and possible presentation.(Note: Jerry Hampton (Ameritech OBF representative will be in attendance at the next meeting).

Business Days

The definition should be determined in other arenas, this is a larger issue than number portability. In many cases this has been defined in Inter-company interconnection agreements.

ACTION ITEMS

Everyone should go back and check out interconnection agreements made for business days, from that information we can determine the NPAC needs. Phil will get EDI forms, Sue will check how often Loops are batched.

10 digit trigger

NorTel update

NA007 10 digit trigger support,

Has been accepted in Georgia. BellSouth Ron Steen, Ed Hendricks.

Barry will find out about Erickson. (Note: each service provider needs to check with their vendor to see if they will provide this and in what time frame (based on the modified switch requirements "OPT-IL-GR-0890V1" (June 96)).

A change needs to be made in the provisioning flow. Phil has a contribution to add 10 digit trigger in the provisioning flow.

When would the 10 digit trigger be applied? Needs to be applied prior to the date and time the service order is worked. Does it matter exactly when it is on there, as long as it is in advance? Phil provided flow, Barry will fax to everyone, to be discussed in the next meeting. Note: Karen Kay (Time Warner) has also submitted a contribution and will be faxed following the minutes (will also be available at the next meeting).
