    In a nutshell, MCI proposes the following changes to the provisioning
    process as it relates to NPAC functionality (the changes are preceded
    with an asterisk). There are four items:

    -------------------------------------------------------------------------
    New Service Provider sends Create message to NPAC [no change]

    * NPAC sends "FYI" message to "current" service provider showing
    TN, Due Date, New SP, and Reason (new, change, cancel)
    --------------------------------------------------------------------------
    New Service Provider sends Activate message to NPAC [no change]

    * NPAC compares with "due date" and, if prior to "due date," rejects activation.
    ---------------------------------------------------------------------------
    * NPAC accepts no messages (other than acknowledgement of "FYI" message)
    from "current" Service Provider.
    ---------------------------------------------------------------------------
    With this change in NPAC operation, MCI agrees that the "due date"
    is the "FOC" date.

    Barry Bishop,

    AT&T agrees with MCI's proposed changes to the Provision Service, and Cancellation, process flows. This gives the NPAC/SMS Committee, and Lockheed-Martin, one set of proposed changes to evaluate for impact.

    AT&T's proposed process flows, dated 11/26/96, are withdrawn.

    Please communicate this to the Operations & Implementation Committee, and the NPAC/SMS Committee Chairperson.
