Note: It is the groups plan to combine the Carrier to Carrier LNP Guidelines document with the New Entrant Testing Document. The content of both documents will not be changed. The work will be focused on the up front introductory dialog to include both documents. We will also modify the New Entrant up front dialog to improve flow between documents.

Minor clarification changes were made in a few places of the document. The E9-1-1 section was reviewed and modified as discussed.

Version 10 has been distributed. There will be a meeting to combine this document with the New Entrant Testing Guidelines on June 21^st. (See note in above)
