December 17, 1997 ICC LNP Operations Meeting

Going live in Illinois with LNP has been delayed due to Ameritechs’ petition for cost recovery . The FCC mandated date for the top 100 MSAs is 3/31/98.

Michigan’s’ schedule was discussed

Barry Bishop will be retiring from Ameritech at the end of the year and has accepted a position with Lockheed Martin.

There is an opening for Co-chair for the Operations Committee. O. C. Jackson from AT&T volunteered with Robin Meier (Ameritech) as an interim.

Darin Liston (Sprint) distributed information from the OBF on the LSR process related to LNP. Information originated from the South West Region LSR Review meeting held in Little Rock, Arkansas on October 23-24, 1997 which was submitted to the OBF Committee in Dallas, Texas in December.

The last two pages contain OBF recommendations. The information includes flow scenarios for various situations including resellers, multiple service providers, etc. and is for FYI.

Requirements for a new entrance who is NPAC certified for testing with other companies was requested by WorldCom (Denise Thomas). Contacts can be found at "www.ported.com" web site.

Donna Navickas distributed Number Pooling process flow charts dated 12/7/97.

Reviewed Number pooling - Pre-NPAC. Only non-contaminated blocks are involved. Time limitations were discussed. The time from when a request is made by a SP to the Pool Administrator until a block is assigned should be 10 business days with the effective date being established by the recipient SP or no sooner than 3 days (if request is ASAP)????.

Review of Non-contaminated Post NPAC Number Pooling/Pre-Port process flow. (Page 1)

Change box 5 to read "Updates TN inventory in the appropriate TN Tables." Add the NOTE about NXX must be open for porting on the Pre-NPAC process flow (page 5). MCI wants it noted that box 6 is not supported by them as it causes additional work for the Pooling Administrator to distribute the required information to NPAC, Donor and Recipient. The block recipient should be responsible for distribution and have control. The committee noted the opposition and continued discussion.

The time line (page 2) was discussed. Total of 18 days maximum for the first port. Add decision box (page 1) between box six and seven as first port "yes//no" -- if no go from box 6 to 8. Should we delete page 2 timeline? Consensus to delete page 2 timeline.

Contaminated - Post NPAC Requirement Implementation/Pre-port discussion.(page 3). Add note and decision box as on page 1. Note: The effective date will be either 8 days or 3 days prior to the effective date dependent upon whether it is first port or not. 8 days - first port 3 days - not the first port. This should be 3 or 5 days (first port) on the Pre-NPAC. The recipient (requester) of the block should have a limit (outer) for the effective date which should be defined in the Pool Admin. guidelines. Add note for box 4 and delete 2nd half of box 11 "complete EO switch translation work after NPAC download."

Change box 4 "-Intra porting completion date" to "effective date minus 1".

Major discussion about the number of contaminated lines and how does this effect the timeline.

There are suggested tests starting at 4.3, look through these tests and determine which ones apply to your own individual network. Then contact the companies you are interested in testing with.

Reviewed Law Enforcement Meeting

A meeting was held on 12/16/97 with Law Enforcement (LE) Representatives at the Illinois Commerce Commission. This meeting focused on LE concerns regarding Local Number Portability (LNP) and it’s impact on issues such as Wiretaps, Billing records, and other investigation efforts.

Next LE meeting will be 1/29/98 Illinois Commerce Commission 09:00 8th floor.

LSR and FOC Process Flows

Darin Liston handed out meeting minutes from the SW Region LSR Review Meeting held in Little Rock, Arkansas 10/24/97. Additionally, some OBF recommendations and different type of flow combinations for LSRs and FOCs (or new term being used is LSCs) that should be part of LSOG 4. Alot of good information in this packet, but we did not review this today it will be on the agenda when process flows are reviewed.

Darin will send this information via electronic form and this will be made available to those who need them.

New Entrant Process

There is a suggested strawman for NPAC porting tests starting in section 4.3 to review if they meet your companies needs. The new entrant also needs to contacts the other NPAC certified carriers to arrange for testing. The single point of contact for each carrier is listed on the www.ported.com web page. The new NENA standards must be in place and tested to support E911. Worldcom (who is ready to test) will contact the SP’s they would like to test with as a New Entrant.
